Add new TYPE_WINDOW_CONTROL API to AccessibilityWindowInfo

To allow a11y services to interact with desktop windows, we need a way to detect a desktop window. This new type is meant to identify windows which can control other parent windows, in this case, the WindowDecoration for each desktop window's app bar.
