Increasing slider progress threshold and the velocity-based feedback in

volume slider haptics.

The delta progress threshold makes the slider haptics less sensitive to
finger jitter. Decreasing the number of low ticks can decrease the
feeling of coarsness. Finally, the velocity-based parameters are
fine-tuned for the overall feeling.

Test: manual -> modify parameters and feel the resulting haptics
