HDMI: Improve implementation of PowerStatusMonitorActionFromPlayback

Make sure the action is behind the setting
CEC_SETTING_NAME_POWER_STATE_CHANGE_ON_ACTIVE_SOURCE_LOST such that in
case users have a faulty CEC setup (e.g. older TVs as we've seen in
previous bugs) they can choose to disable this.
Make sure that the TV reports consistently Standby before turning off.
