Waking all adjacent displays when wakeup gesture

This is to support the connected display usecase, where the default and the connected displays will be woken up when PowerManager receives a displayId agnostic wakeup call. Internally, we wakeup all the default and the adjacent groups(Adjacent groups are connected display groups)
