Replace keyguardGoingAway usage with KTF to GONE transition

Instead of checking isKeyguardGoingAway, check
whether the keyguard transition is transitioning to
GONE. isKeyguardGoingAway is deprecated.

Test: enroll face auth; crash sysui (adb shell am crash
com.android.systemui); on lockscreen, observe face auth
runs after crash on display wakeup
