Guard large screen capture UI behind large_screen_recording flag

Until the large screen recording UI is built, the large screen capture
UI for screenshots will only be surfaced via keyboard shortcuts. This
means that the recording QS tile will only open the pre-capture UI if
both the large_screen_screencapture and large_screen_recording flags
are enabled.
