Fix IpPrefixTest#testContainsInetAddress fail. 

The argument of IpPreFix#contains() has been marked as @NonNull.
So the IpPrefixTest#testContainsInetAddress should not test
contains() method wiht null object.

Test: atest FrameworksNetTests
      atest IpPrefixTest#testContainsInetAddress
