SemcRIL: Update for SEMC RILv6

This updates SemcRIL for v6, right now we are taking advantage
of the higher visibility on RIL.java and overloading the required
components instead of reimplementing processSolicited/unsolicited.

The same technique can be used in QualcommNoSimReadyRil, but I'd
rather do this more contained test first.
