Fix WindowManager boot timeout on emulators 

Like many other timeouts across frameworks/base/, the WindowManager
boot timeout should be multiplied to Build.HW_TIMEOUT_MULTIPLIER
which comes from ro.hw_timeout_multiplier whose default is 1 on real
hardware.
