telephony: LGEStar: Fix data connection teardown

The DEACTIVATE_DATA_CALL parcel was misformatted, and depending
on some weird combination of factors it actually worked for some
people while completely failing for others.

This makes it have the same format as stock, which should solve
it for everybody
