AudioService: Fix ring over SCO sequence.

The active communication device cached in AudioService must be updated
before the ring over SCO condition is evaluated in muteRingerModeStreams().

Inverse the message posting order in
AudioDeviceBroker.onUpdatePhoneStrategyDevice()
