[audio] Add native uids to permission provider

Some uids don't have packages associated with them (native services in
particular), but still have permissions granted via explicit enumeration
in the platform.

Explicitly enumerate non-package uids to check perms for in permission
provider, so audioserver is aware of them.

Test: manual, audio_policy dump
