Inline InputMethodSettings#setShowImeWithHardKeyboard

In order to remove the dependency on InputMethodSettings from
InputMethodMenuController, this CL inlines

  InputMethodSettings#setShowImeWithHardKeyboard

with keeping the current behavior.

This is a mechanical refactoring CL. There must be no observable
behavior change.
