Revert^2 "Avoid remove starting window too early when playing multiple transitions"

This reverts commit 41fb8c46.

Reason for revert: Reland

The previous revert is because it didn't handle the case of transferring starting
window.
The reland relys on the syncTransactionCommitCallbackDepth instead.

Test: verify starting window won't stuck from normal launch.
