Add date(+weather)(+alarm+dnd) view to lockscreen if decoupling enabled.

Basically adopting the same approach as for weather in ag/21062126.

Per UX spec, the order of views are: date weather alarm dnd. Weather is
added to the date+weather view group, and the date+weather view group is
added to the status area view group.
