Update adjustment preferences: add users + summarization

This CL handles several changes to the pulled adjustment preferences atom:
* Logs a separate atom for each user, and also logs the user ID
* Adds summarization preferences
* (More correctly?) logs whether the adjustment is _allowed_ in the atom, rather than supported by the assistant; and only logs the preference for supported adjustments
