Revert "Revert "Recycle SysuiLogs + add NotifLogs""

- Add back NotifLogs without feature flag set to true.
- Update ForegroundCoordinator to end lifetime extenders on the
main thread instead of the bgthread.

This reverts commit 4f2a8bfe.
