Add APIs to DeviceStateAutoRotateSettingManagerImpl 

Adds essential APIs to DeviceStateAutoRotateSettingManagerImpl,
which will be used by the DeviceStateAutoRotateSettingController in WM.

Ensures DeviceStateAutoRotateSettingManagerImpl is closer to original
Manager's implementation, to maintain consistency while both implementations coexist.
