Switch back to Java android.util.Log

- Log is an important class, so this should always work even when
globalInitOnce fails().

- Also handle $RAVENWOOD_LOG_OUT at the very first.

Flag: EXEMPT host test change only

Test: $ANDROID_BUILD_TOP/frameworks/base/ravenwood/scripts/run-ravenwood-tests.sh
Test: RAVENWOOD_LOG_OUT=$(tty) atest RavenwoodBivalentTest
