Send AZR_STATUS_CHANGED broadcasts with FLAG_RECEIVER_REGISTERED_ONLY_BEFORE_BOOT

Although apps and ConditionProviderServices shouldn't be able to call setAZRStatus this early, system_server itself might, causing a crash/bootloop.
