Connecting Device Controllers to Flexibility Controller

Plugs in the Idle, Connectivity, and Battery controllers to the
Flexibility controller. Also disables the flexiblity controller, so that
it does not effect job execution. Information about a job's access
to an unmetered network is added to JobStatus to be counted towards
it's number of satisfied flexible constraints.
