[QS] Use DateFormat with night tile time

Removed DateTimeFormatter and switched it out to DateFormat w/ Calendar.

This will correctly use the locale and output the time in the format
hh:mm <time> as ordered in the current locale.

Test: Verified that the text is translated correctly for zh-tw and en
