Reducing the drag threshold for volume slider continuous haptics

Reducing the threshold allows the slider to provide feedback for the
smallest changes that the composable provide on very rapid volume key
press events.

Test: manual. slider the volume slider to a middle range, press the
 volume keys up and down quickly and verify that haptics still play (via
 the vibrator dumpsys) despite the small slider handle changes.
