Set default value of def_auto_time_zone as false

If TimeZoneDetectorService doesn’t support telephony suggestion, the
auto detection presents the status of the geo detection. Geo detection
shouldn’t be enabled by default, so we should set the default value of
auto detection as false.

But in case of lte devices, it will be enabled in the TimeService depending
on the telephony support capability.
