Add API to differentiate grammar suggestions. 

The following attributes are added for grammar suggestions.
- SuggestionSpan#FLAG_GRAMMAR_ERROR
- SuggestionsInfo#RESULT_ATTR_LOOKS_LIKE_GRAMMAR_ERROR
