Replace screen broadcast receivers with binder cb 

Replaces the following broadcast receivers:

 - Intent.ACTION_SCREEN_ON with IKeyguardService.onStartedWakingUp()

 - Intent.ACTION_SCREEN_OFF with
   IKeyguardService.onFinishedGoingToSleep()
