[5/N] WindowDecor refactor: Move DesktopModeWindowDecoration to new 

files

Moves logic from DesktopModeWindowDecoration into new files. If logic is
caption related, goes into CaptionController classes. Otherwise, goes
into DefaultWindowDecoration.
