Don't allow notification shade to handle touches if altBouncer is visible

These touches can be sent to the notification shade via the PhoneStatusBarView
when the user swipes down from the top of the screen (status bar area).

Test: Over a locked occluding app (ie: camera app), show the
alternateBouncer and then swipe from the top. Observe no notification
shade expands.
