Adjust idle timings.

Updating to the values tested on the field which resulted in
improved battery life

1. Device enters into Full Doze faster.
1min = INACTIVE_TIMEOUT(15seconds) +
IDLE_AFTER_INACTIVE_TIMEOUT(15seconds) + SENSING_TIMEOUT(15seconds)
+ LOCATING_TIMEOUT(15seconds).
2. Change light idle time back to avoid a conflict with entering to
full idle(value before ag/25388400)
3. Change Idle timeout back to 1 hour so that device stays in full
idle for more time (value before ag/25388400)
