New runtime permission ACCESS_LOCAL_NETWORK

Introduce a new runtime permission ACCESS_LOCAL_NETWORK for 26Q2. Currently it is using NEARBY_WIFI_DEVICES, local network protection will change to use ACCESS_LOCAL_NETWORK in 26Q2

FIXED_READ_ONLY_FLAG_REASON=OTHER_SYSTEM_HEALTH_APPROVED use read_only flag because this flag need be read in AppOpsManager init and assign the app op for this runtime permission
