Properly hide notifications when glanceable hub is showing

This utilizes the same approach used by bypass to fully hide
notifications when in the glanceable hub state.

Test: atest NotificationWakeUpCoordinatorTest
Test: flashed device, verified notifications don't show on hub but are
still accessible by swiping down the shade on the hub
