Add AppFunctions related permissions. 

- `android.permission.EXECUTE_APP_FUNCTIONS_TRUSTED` for System UI Intelligence apps (non opt-out able).
- `android.permission.EXECUTE_APP_FUNCTIONS` for system / preloaded apps in the Assistant role.
