Fix FloatingToolbar flickers. 

This is fixed by avoiding calling toolbar.show() in PhoneWindow.
FloatingActionMode coordinates whether or not the toolbar should be
visible. PhoneWindow differs to it.

This CL also adds a new API:
ActionMode#onWindowFocusChanged(boolean)
