Revert "Work around not working "ime set <imeId>""

This reverts commit a23fb054.

Reason for revert:
Broke VirtualDeviceImeTest#customImeComponent_changeDefaultDeviceIme.

The root cause and long term fix will be discussed at Bug 357868762.
