Add missing RequiresFlagsEnabled to test

The bugfix for b/362914724 was merged, but the fix is only
applicable for devices that have the
FLAG_DEVICE_STATE_PROPERTY_MIGRATION enabled. This change
gates the test with that flag. Test is properly skipped.
