psc: Move almost perceptible service state

This CL moves the `mLastTopAlmostPerceptibleBindRequestUptimeMs` field
and the `isAlmostPerceptible` logic from `ServiceRecord` and
`ProcessServiceRecord` to their internal classes respectively.
