Use provided calling uid/pid for checking intercept-global-drag flag

- This particular path can not rely on ActivityTaskManagerService's
  enforceTaskPermission() call since that uses the binder calling
  uid/pid, which has been cleared prior to calling
  validateAddingWindowLw().
