Inject SystemUIDialog into BiometricNotificationDialogFactory.

It was directly construction SystemUIDialog. It now simply asks
for a Provider.

Also took the time to cleanup the patterns in
BiometricNotificationDialogFactory to better utilize injection instead
of passing a Context around everywhere.
