Introduce CtsPackageInstallTestCases to Ika presubmit

It is passing stably in postsubmit runs. Note we skip TEST_MAPPING in
PackageInstaller because this test module is configured as a postsubmit
there, and we don't want to extend presubmit coverage beyond existing
coverage on other form factors.
