Clone notification_history_enabled to profiles

Test: NotificationHistoryManagerTest

Test: fresh device, create profile. enable history on primary.
apply patch, ensure history shows notifs for primary
and secondary
Test: apply patch, turn off history. verify no nothing appears in
history/archive. ditto for turning on.
Test: apply patch. Turn on history. Remove and then add work profile.
Ensure history shows primary and profile
