Note partial/full to OomAdjuster's postUpdateOomAdjInnerLSP

ProcessTrackerState gets updated in applyOomAdjLSP only for partial
updates. Since the new partial update goes through
postUpdateOomAdjInnerLSP to trigger applyOomAdjLSP, it needs to be aware
of what type of update it is.
