[V] Introduce new CDM present

1. Stop BLE scanning after a nearby device is connected.
2. Restart BLE scanning after the device is disconnected.
3. Introduce a new API: onDeviceEvent and return eunm with different
   events
4. Remove the 2 mins delay logic when send deviceDisappeared.
