Adding proper OOBE flow for keyboard and touchpad tutorial

When launching KeyboardTouchpadTutorialActivity user progresses through tutorial automatically after clicking "done" button.
Tutorial will not show screens where related peripheral is not connected.

Also moving files from "oobe" package into "tutorial" package.
