Revert^2 "[DnD] Listen to topology changes in DragDropController"

This reverts commit 83ead837.

Reason for revert: Re-landing with fixes, which is decouple this test
with real DisplayManager, and directly invoke topologyChangeHandler to
test cancellation of DnD. Also modified
DisplayManager#setTopologyChangeListener to be no-op in WM tests as
these unit tests should rely on the mocked Display made in WMTestsBase
instead.
