Telemetry: Filter health app ops from atom pulling

According to go/health-app-op-telemetry we want to filter out health related app op atoms logging for security&privacy concerns.

Flag: EXEMPT App op definition is not guarded by flags
Test: Before this CL, can trigger APP_OP_READ_HEART_RATE atom logs. With this CL, cannot trigger. See detailed verification steps in go/health-app-op-telemetry.
