Use androidx.test.filters.RequiresDevice

Tests previously used a mixed between
- androidx.test.filters.RequiresDevice
- android.platform.test.annotations.RequiresDevice

Annotations, instead use a single one and add an ayeaye (g3) analyzer to guide users towards the correct one.
