Wifi AP: Add MAC randomization setting

config_wifi_ap_mac_randomization_supported can be overriden by device
overlays, and replaces the
WIFI_HIDL_FEATURE_DISABLE_AP_MAC_RANDOMIZATION Makefile option.

Unlike other randomization options, this defaults to on because it
defaulted to on in the HAL.
