Revert: P2P : Flush P2P scan results on group fomation failed event

Commit 3a8ec7382e31b5b04f0124c55e828ddf8f00ff84 ("P2P: Report
dev_found event (if not yet done) from GO Neg Req RX") from
hostap.git shall ensure that the dev_found event is given to
the framework if the device entry is not yet done in framework.
This shall suffice the requirement for which the commit
I738ea50706d337bcc7e33d07bac53aa26b18ca7a ("P2P : Flush P2P scan
results on group fomation failed event") is introduced.
Hence reverting this commit.
