Camera: Use focalLength in CaptureResult for CameraParameters

With logical multi-camera, the focal length of the camera may change
depending on zoom/crop setting or foldable's fold/unfold state.

For Camera1-HAL3 path, update the FOCAL_LENGTH field in camera
parameters based on capture result.
