Camera: Update NDK frame tracker to account for ZSL requests

Capture sequences with ZSL enabled may return frame numbers that
appear out of order relative to regular & repeating requests.
The callbacks for such ZSL capture sequences may need to be kept
for longer compared to regular/non-ZSL requests.
Identify capture sequences that have the ZSL capture flag and
track the completed frame numbers individually.
